The Challenge
HEC Need-Based Scholarship Challenge: Study Without Fee Worries
Last checked: 15 October 2026, against notices published by public universities: Government College University Faisalabad (GCUF, 2025-26 notice), Bahria University, NUML (Spring 2026 announcement) and a ProPakistani report on COMSATS Lahore’s Fall 2026 call (6 October 2026). HEC’s own scholarship page could not be opened by our checking tool, so confirm the current rules on hec.gov.pk and at your university’s Student Financial Aid Office. Universities set their own dates, so there is no single national deadline.
The Higher Education Commission (HEC) Need-Based Scholarship helps undergraduates at selected public sector universities who earned a place on merit but cannot comfortably pay the fees. You do not apply to HEC directly. You apply through your own university, and its Institutional Scholarship Award Committee decides who is in real financial need.
HEC Need-Based Scholarship at a glance

Income limits and dates differ by university
GCUF’s 2025-26 notice capped family income from all sources at Rs 45,000 a month, and other universities publish their own rules, so always read your own university’s notice. Deadlines also differ. GCUF extended its 2025-26 deadline to 15 April 2026. NUML announced its Spring 2026 round in April 2026. COMSATS Lahore, according to ProPakistani, asked Fall 2026 students for forms by 15 October 2026. The lesson is to ask at admission, not after the semester begins.
The rules that catch students out
- It is not automatic. You must apply, and incomplete forms can be rejected.
- Honesty is enforced. GCUF’s notice says false or hidden information leads to disqualification from future loans and scholarships, refund of everything received, and a penalty equal to the total scholarship amount.
- It continues, but conditions apply. The scholarship runs for the normal length of the programme subject to continued eligibility. One university notice sets attendance of at least 75% for continuing scholars, and yours may have its own conditions.
- Merit admission comes first. You need an admission on an open-merit seat before need is even looked at.
Why getting this scholarship is hard
- There is no national application. Each university runs its own call, form and deadline.
- Seats are limited. The university adjusts the number of scholarships to the grant it receives.
- The paperwork is detailed. You must prove your family’s income and background, and the committee checks it.
- Self-finance seats are excluded. Taking a self-finance seat to get into a hot programme can cost you the scholarship.
- It is easy to miss. Many students learn about the call after the deadline.
Your HEC Need-Based Scholarship challenge
Win a merit seat, find out your university’s call and deadline on the first day, and submit a truthful, complete file. The matching HEC Need-Based Scholarship solution walks you through each step.
Common HEC Need-Based Scholarship mistakes
Waiting for HEC to announce one national date. Applying for a self-finance seat. Missing the university’s internal deadline. Submitting an incomplete form. Hiding or rounding family income. Applying to two scholarships when your university does not allow both. Forgetting to keep attendance and results up after the award.
