The Solution

HEC Need-Based Scholarship Solution: Your Step-by-Step Plan

Last checked: 15 October 2026, against notices published by GCUF, Bahria University and NUML, and a ProPakistani report on COMSATS Lahore’s Fall 2026 call. HEC’s own scholarship page could not be opened by our checking tool, so confirm current rules on hec.gov.pk and with your university. Read the HEC Need-Based Scholarship challenge page first for the rules and who qualifies.

What you are preparing for: a place on an open-merit seat at an HEC selected public university, then a form, documents and a deadline set by that university. You apply through the Student Financial Aid Office, the university’s committee judges need, and the award brings tuition support and a Rs 6,000 monthly stipend for the whole programme.

Step 1: win a merit seat, and avoid self-finance

The notices we read exclude self-finance, evening and distance learning students. So aim for the open-merit seat, even if a self-finance seat looks easier to get. Work backwards from admission deadlines, and use our guides if the university needs an entry test, such as FAST-NU.

Step 2: on the first day, visit the Student Financial Aid Office

Ask these questions and write down the answers:

  • Is the HEC Need-Based Scholarship call open now, and when is the deadline?
  • What form do I use, and do I fill it online, on paper or both? (COMSATS Lahore asked for soft data entry plus a hard copy.)
  • What is the family income limit, if there is one, and how is income counted?
  • What documents do I need, and do they need attestation?
  • How are applicants checked: documents only, or an interview or visit?
  • Can I hold another scholarship at the same time?

Step 3: gather your documents

Universities generally ask for proof of identity, proof of admission or fee, and proof of your family’s income and circumstances. Because each university sets its own checklist, ask for the exact list and get your documents ready before the deadline. If a document takes time, such as an income certificate, start it first.

Step 4: fill the form truthfully

GCUF’s notice says false or hidden information leads to disqualification from future scholarships and loans, a refund of everything received, and a penalty equal to the total scholarship amount. Report your family’s income and situation exactly as the documents show them, and do not guess. If something is unclear, ask the office.

Step 5: submit early and keep proof

Submit at least a few days before the university’s deadline. Keep a photocopy or photograph of the form and every document, plus any receipt or acknowledgement. If the university extends its deadline, as GCUF did to 15 April 2026 for 2025-26, do not count on it.

Step 6: the committee review

The university’s Institutional Scholarship Award Committee assesses applicants’ financial backgrounds. Be ready to answer follow-up questions, and make sure your phone number and email on the form are correct, because that is how you will be contacted.

Step 7: after the award, keep it

The scholarship continues for the normal length of the programme, subject to continued eligibility. One university notice we read sets attendance of at least 75% for continuing scholars, and yours may suspend awards if attendance or results fall, so ask. Keep your attendance and results up, and do not take another scholarship that your university’s rules forbid.

If you are not selected

You have other routes. LUMS and FAST-NU both list outside funding such as PEEF and the Punjab Honhaar programme. FAST-NU offers interest-free study loans, and has merit scholarships for board and campus toppers. LUMS has merit scholarships, financial aid and the National Outreach Programme. For study abroad there is Türkiye Bursları. Compare each option’s rules before you apply, because some universities do not allow two scholarships at once.
